Duties

Reporting to the Deputy Chief Financial Officer, this position is responsible for:

  • Coordinating and completing various and complex analytical projects, including the review and analysis of revenues and receivables transactions reported to the statewide accounting system (AFRS), identifying and researching anomalies in financial data reported to AFRS, performs assessments, and consults with B&FS Management Team on varying complex financial issues. This information is used by the Office of Financial Management (OFM) to prepare the Annual Comprehensive Financial Report (ACFR), which is audited each year by the State Auditor’s Office (SAO).
  • Works collaboratively with all sections within the Business and Finance Services Division (B&FS) to provide oversight and coordination of internal control testing and review to ensure accuracy of the financial transactions reported to AFRS and Office of the State Treasurer (OST). 
  • Functions as a supervisor providing training and guidance to two Management Analysts 4.

Qualifications

We are looking for motivated professionals with strong analytical and technical skills, in an important role in accounting for revenues in a manner that is efficient and correct. The ideal candidate will possess the following knowledge, skills, and abilities:

  • Demonstrated ability to communicate clearly and effectively in writing, gained through progressive experience preparing professional documents, reports, correspondence, or other written work products requiring clarity, organization, and accuracy.
  • Proven ability to methodically research and analyze subjects to discover facts, draw conclusions, and develop plans of action, acquired through experience performing analytical tasks, investigations, policy review, or similar work requiring critical thinking.
  • Demonstrated ability to express ideas and information verbally, using language that is appropriate to the audience and complexity of the topic, obtained through experience delivering explanations, giving instructions, facilitating discussions, or presenting information in professional settings.
  • Proven ability to plan, develop, and deliver presentations for broad and varied audiences using appropriate visual aids, supported by experience conducting trainings, briefings, or informational sessions.
  • Demonstrated knowledge and skill in reviewing documents for correctness and appropriate application of tax law or similar regulatory requirements, achieved through experience interpreting statutes, rules, policies, or performing detailed document audits.
  • Proven ability to organize multiple assignments, – including complex or competing priorities –  into accurate, thorough, and timely work products, gained through progressive experience managing workload demands in a professional environment. 
  • Demonstrated ability to handle highly stressful or adverse situations, making good decisions, maintaining accuracy, working calmly, and helping stabilize others developed through experience in fast-paced, high-pressure, or customer-facing roles.
  • Demonstrated ability to research and analyze financial data as well as create financial analytics and present the analysis using various tools such as Microsoft Power BI.
  • Proven knowledge of financial internal controls.
  • Proven ability to take personal responsibility for the quality and timeliness of work, as shown through experience meeting deadlines, following through on commitments, and consistently producing accurate results.
  • Demonstrated ability to earn the trust, respect, and confidence of co-workers and customers through consistent honesty, professionalism, and transparent communication, developed through experience in roles requiring ethical judgment and collaborative interaction.
  • Progressive experience in communicating effectively across a broad spectrum of personnel and managerial levels and maintaining relationships with external units or partners, including demonstrated skill in meeting facilitation, networking, team building, and interpreting or conveying department policies.
  • The ability to take action to learn and grow: Curious about themselves and others, take responsibility for knowing their own strengths and weaknesses, and use their learning to make government programs and processes more efficient and effective to serve all in Washington.
  • The ability to take action to meet the needs of others: Flexible, adaptable, customer-service focused, and willing and able to empathetically respond to the unique needs of the people they work with and serve.
