- AND must have a combination of education and/or experience equaling nine years and as follows:
- Bachelor's degree or higher AND a minimum of five years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
- Or an associate degree AND a minimum of seven years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
- Or high school diploma or GED equivalent AND a minimum of nine years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
- Any other combination of higher education and/or experience equaling nine years must include at least five years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.

This is an INTERNAL recruitment, open to current, permanent WA State Dept of Corrections employees only.
Our agency is looking to INTERNALLY fill one full-time, permanent Community Corrections Project Manager (WMS02) vacancy within the Community Corrections Division (CCD). This position reports to Headquarters located at 7345 Linderson Way SW, Tumwater, WA 98501.
The CCD Project Manager is an integral part of the Community Corrections Leadership Team. Under the supervision of the Community Corrections Division Assistant Secretary, this position will be responsible for statewide development, implementation, policy development, and strategic planning. This position is responsible for:
- Directly contributing to the momentum of creating a system that assists supervised individuals in successful supervision while in the community by positively changing lives.
- Operating in a business and customer-focused environment for long-term success, which includes planning, project management, performance measurement, and continual improvements.
- Providing data quality control and assurance, data collection, data analysis, and continuous quality assurance and program improvements with the support of data.
- Leading the planning and implementation of a project which includes the development of action-oriented, documented, and monitored work plans.
- Facilitating the definition of project scope, goals, and deliverables.
- Determining the type, quantity, and quality of resources required to complete a project.
- Change Management: coordinating directly with staff to ensure successful completion of the project directing, supporting, and coordinating the project team members/staff and key stakeholders.
- Tracking project deliverables using project management tools.
- Managing the project documents to monitor project performance and data stored.
- Resolving, tracking, and escalating critical issues to minimize project risk factors.

Duties
- Establish objectives for the Community Corrections Division, identify outcomes in support of the agency goals and strategies to achieve the objective. Gather and analyze data to identify potential opportunities to implement initiatives. Identify and monitor measures to ensure the division is achieving the expected outcomes.
- Develop and oversee data quality control and assurance, data collection, data analysis, and continuous quality assurance and program improvements with the support of data. Documenting, storing, and reporting on performance, using the full set of uniform measures provided by the agency’s strategic plan, and present findings and recommendations to internal and external stakeholders.
- Design and implement programs that will enable the organization to achieve its decision objectives. Develop a portfolio approach of grouping projects, initiatives, improvements, ensuring systems, and resource alignment. Monitor and evaluate these programs.
- Plan, develop, and administer contingencies for risks and issues. Adjust approach as the environment and business requirements change. Communicate and delegate responsibility across authority lines to establish and support the division’s objectives and initiatives.
- Conduct research and data analysis as related to statewide agency performance in transition and release planning efforts by Prison, Reentry, and Community Corrections Divisions to develop targeted and informed policy decisions and adjustments.
- Provide executive-level leadership and expertise in the development, implementation, and management of appropriate project management, implementation management, and process improvement tools and methodologies. Design and deploy effective project management tools to achieve objectives. Manage and continually develop the PMO, ensuring standardization, current, and relevant methods and tools are used and adapted as needed.
- Administer the Division's portfolios and provide direction in the development of project plans, charters, schedules, budgets, and reporting. Monitor and control project plans, report status, lead risk mitigation, resolve issues and adjust plans as required. Solve problems and take corrective action when problems arise, escalating to project sponsors as needed. Administer project resources, mitigate issues and risks, assure quality, and report on the status of portfolios.
- Engage sponsor(s), steering committee(s), and agency stakeholders across authority lines to ensure plans support desired outcomes and are attainable. Manage expectations and communicate plans actively. Coordinate adequate resource deployment to achieve objectives and outcomes within planned timeframes. Adjust plans as needed for capacity. Interact with and communicate regularly with executive management.
- Manage project portfolios and direct and develop project plans - charter, schedule, and reporting.
- Ensure that project status, issues, and successes are communicated (verbally and non-verbally) to the project team, stakeholders, sponsors, and appropriate levels of management and documented appropriately.
- Design and administer effective change and implementation strategies; stakeholder engagement; readiness assessment; communication plans; training; user acceptance; support mechanisms; and business alignment.
- Formulate, review/revise, disseminate, interpret, and implement educational supervision projects, practices, and/or directives. Analyze and monitor supervision-related legislation and work sessions, providing a briefing to DOC leadership.
- Provide leadership, coaching, and direction related to results/project management, change management, performance measurement, and process improvement strategies.
- Coach, collaborate, and coordinate with other managers and business process owners to identify outcome measures on the front end of projects, improvement initiatives, and program development.

- Must possess and maintain an unrestricted vehicle operator's license valid in the State of Washington.
- AND must have a combination of education and/or experience equaling nine years and as follows:
- Bachelor's degree or higher AND a minimum of five years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
- Or an associate degree AND a minimum of seven years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
- Or high school diploma or GED equivalent AND a minimum of nine years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
- Any other combination of higher education and/or experience equaling nine years must include at least five years of professional level experience in continuous improvement, project management, Lean, or equivalent experience facilitating groups to improve an organization’s performance.
Note: Higher education degrees must be from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
